The problem

The 100% schematic review needed to establish whether the proposed design conflicted with existing utilities and which facilities still required construction awareness.

Chad’s actions and judgment

Chad documented conflict analysis for 26 utility entries, verified existing records and coordinated with owners. His work supported the utility DGN, conflict matrix, contact list and exhibit, with Bluebeam quality-control comments. He brought the findings together in the July 24, 2024 utility memorandum he authored.

The deliverable

A written utility memorandum linked to the reviewed design, utility conflict matrix and schematic exhibit.

What the record supports

The memorandum reported no conflicts for the reviewed design and called out six facilities for construction awareness to help crews avoid inadvertent strikes.

The 26 entries are the reviewed inventory, not 26 resolved conflicts. The finding is specific to that design review; it is not a claim of final construction or agency acceptance.
